Job Description
The multi-billion dollar New York Sandy recovery effort will require consultants to:
o Provide programmatic and technical support to Client on FEMA and FHWA programs
o Collect, analyze, organize, and summarize data required to support FHWA ER and FEMA PA claims
o Conduct site visits and prepare detailed damage descriptions and scopes of repair / replacement for infrastructure damaged by Hurricane Sandy (Roadways, Bridges, Mechanical Systems, etc.)
o Assist in the preparation of FHWA Detailed Damage Inspection Reports (DDIR)
o Assist in the preparation of FEMA Project Worksheets (PWs)
o Propose hazard mitigation measures to prevent future damages
o Provide management and analytical support to recovery efforts
o Develop methodologies to accurately account for eligible disaster-related costs and streamline delivery of disaster funds and services
o Prepare federal grants, cost estimates, audits and other products that support disaster response and recovery efforts
o Ensure compliance with the applicable laws, rules, and regulations associated with FHWA & FEMA programs, including OMB circulars, Code of Federal Regulations (CFR), as well as state and local codes, standards, etc.
o Supervise work of staff
o Perform other work as required
The consultant must be comfortable interacting directly with clients, including senior managers and executives.
Desired Qualifications
• Bachelors or Master’s Degree, preferably in civil engineering, and 10 - 20+ years’ experience in consulting or public sector
• Comprehensive knowledge of the full cycle of FHWA’s ER Program: Prevention, Preparedness and Betterments (Mitigation)
• Experience compiling FHWA DDIRs
• Proven ability and experience assessing FHWA eligible infrastructure
• Ability to work well independently
• Advanced skills with Microsoft Office software (Word, Excel, Access, PowerPoint) and a quick learner with new software applications
• Ability to both lead teams and be a productive supporting member of other teams
• Strong interpersonal, leadership, and negotiation skills
• Ability to interpret federal and state emergency management requirements and regulations
• Previous experience working with the FEMA PA Program
• Outstanding written and verbal communications skills
• Must be a U.S. citizen and be able to successfully complete a background and criminal history check
• Must be local to New York City or willing to relocate to NYC

Qualifications
Masters or Bachelors Degree in public health is preferred.
Valued Experience Includes:
• 5+ years of professional experience (healthcare facility, public health institution, healthcare coalition)
• Medical Doctor (M.D.), Registered Nurse (R.N), National Registry Emergency Medical Technician - Paramedic (NREMT-P), Physician Assistant (P.A.)
• Certified Emergency Manager (CEM) or Certified Healthcare Emergency Professional (CHEP)
• Experience with ASPR HPP and CDC PHEP
• Expertise in ESF-6 and/or ESF-8
• Knowledge of ICS/HICS, NIMS, and NRF
• Prior HSEEP training and experience
• Knowledge of SNS and POD activities
• Experience writing comprehensive emergency plans
• Flexibility and availability to travel for extended periods of time
• Prior consulting experience, including building and managing client relationships
• Strong interpersonal, written and verbal communication
• Excellent presentation and public speaking skills
